Council already announced some of the details about the bid from Landform tonight, so bringing
others in to provide bids would not be a fair process. Councilmember Jeffrey stated that it
appears that there are four Councilmembers that would vote to move this forward, so he thinks it
should just go to a vote. He stated that he thinks meeting next week is meaningless. Mayor
Ramsey stated that he feels it is somewhat the same as having a committee, such as Personnel or
Finance, making a recommendatiqn to the. full Council. Councilmember Jeffrey stated that he
disagreed because there were six meetings already held and he was not informed of anything
until earlier tonight.

Motion failed. Voting Yes: Mayor Ramsey. Voting No: Councilmember Wise, Dehen, Elvig,
Jeffrey, Look, and McGlone.

Motion by Councilmember Elvig, seconded by Councilmember Look, to Authorize staff to
Execute an Agreement in the amount of $23,000, for services with Landform, and that the
funding is to be from the Landfill Trust fund, AND that the Agreement is subject to review by
City Attorney, prior to signing.

Further Discussion: Councilmember McGlone noted that fitting the Ramsey Steering Committee
into this process was part of the presentation. Councilmember Elvig stated that he would like the
full Council to be fully informed and up to speed on this as fast as possible.

Motion carried.
