<br />CASE # + <br /> <br />PUBLIC HEARING <br />REQUEST FOR A HOME OCCUPATION PERMIT TO OPERATE A GENERAL <br />CONTRACTOR BUSINESS ON A RESIDENTIAL PARCEL; . <br />CASE OF MARK LOFGREN <br />By: Chris Anderson, Environmental Coordinator <br /> <br />Background: <br /> <br />The City received an application from Mark Lofgren of Eagle Ridge Services, Inc. for a home <br />occupation permit .to operate a general contractor business from his home located at 16507 <br />Germanium St NW. The City received an ordinance complaint regarding the home occupation <br />and detennined that the use operated beyond the parameters allowed by an administrative home <br />occupation permit. <br /> <br />Notification: <br /> <br />In accordance with State statute, Staff notified property owners within 350 feet of the subject <br />. property of the public hearing. <br /> <br />Observations: <br /> <br />On June 26, 2009, Mark Lofgren applied for a home occupation permit to operate a general <br />contractor business (Eagle Ridge Services, Inc.). from his home. After reviewing the application <br />and supplemental information, Staff determined that the request should be considered by the <br />Planning Commission and ultimately, City Council, due to the quantity of equipment, location of <br />parking/storage area and irregular shape of the lot. <br /> <br />Eagle Ridge Services, Inc.. offers construction, concrete work, landscaping and snowplowing <br />services. All services are conducted off premise at various job sites. However, the equipment <br />utilized in the day to day operations is stored outside at Mr. Lofgren's residential property. The <br />equipment includes: a single-axle dump truck with contractor's box, a dump box trailer, a flatbed <br />trailer, a concrete edging trailer (left at job site for duration of work when possible), skid steer, <br />~ enclosed trailer (stays at job site for duration of work), and an F-25Q pickup truck that also serves <br />as a personal use vehicle. <br /> <br />The parking, maneuvering and storage area where the equipment is stored is currently will be <br />surfaced with con bit and is well screened by existing vegetation. Additionally, if the honie <br />occupation permit is approved, Mr. Lofgren intends to install a six (6) foot tall wood privacy <br />fence to provide even more thorough screening of the equipment. There may be some storage of <br />materials on the property, such as forms, wheel barrows, etc, but they would be stored inside the <br />small detached accessory structure onsite. <br /> <br />Due to the irregular shape of the lot, it is difficult to identify exactly where the transition point is <br />from front yard to side yard. However, Staff considers the location of the storage area as side <br /> <br />37 <br />
