<br />some of the ways that the City could come up with close to the $1.3 million point and not touch <br />the General Fund Balance. <br /> <br />There was discussion about the TIF districts and what happens when they are decertified and <br />what those funds are planned to be used for. <br /> <br />There was a consensus to go ahead with the proposed capital outlay from the Capital Equipment <br />Fund, in the amount of $174,182. <br /> <br />There was additional discussion about the TIF district decertification process and what the funds <br />can be used for. There was discussion about the Parks and Recreation vacant position and the <br />step system in the department. <br /> <br />There was a Consensus to use the TIF 4 funds 'to offset the General Fund for use in Bituminous <br />Overlays. <br /> <br />There was discussion about the funds being held for updating the election equipment. There was <br />discussion about using "one time money", like this, to pay down debt and the possibility of a <br />larger budget issue in the future. There was discussion about whether this money is actually <br />"one time money". <br /> <br />There was a consensus to use the 2008 Excess Revenue and the funds encumbered for voting <br />equipment to payoff internal debt payments for the municipal center and the Bury Carlson <br />property. <br /> <br />Councilmember Look asked if staff has gone through an exercise of what would happen if a 5% <br />to 10% budget cut was required. He stated that he doesn't want to talk about using "one time <br />money" until that has been done. <br /> <br />City Administrator Ulrich stated that earlier in the year, staff did go through various percentage <br />cuts for different departments, but the Council has not seen this information in great detail. <br /> <br />Councilmember Look stated that he thinks the City needs to be looking at things creatively. <br /> <br />Councilmember McGlone asked what the City has that it can sell, for example, equipment or <br />property. <br /> <br />City Administrator Ulrich stated that the old municipal center land could be one opportunity. <br /> <br />Mayor Ramsey asked if the Council can see the exercise that staff did with the various budget <br />cuts. <br /> <br />City Administrator Ulrich noted that his hesitation is that the exercise got into a lot of staff cuts, <br />which he doesn't want to get into the public realm. <br /> <br />City Council Work Session I July 21, 2009 <br />Page 7 of9 <br />
