Mr. Gladhill stated that the Planning Commission has ideas to bring back but he is
looking for a consensus of whether Council is interested in a joint session or not.

Councilmem~er McGlone stated he would not be against it.

Mayor Ramsey said let's do it.

Councilmember Elvig asked if we can get a base line of what the City Council agrees to.

Mayor Ramsey stated to have this issue as a Council work session topic - set a time limit
- everyone come prepared and spend "x" amount of time to layout some ideas and then
go into a joint work session with the Planning Commission.

Councilmember Elvig suggested picking four or five priorities.

Councilmember Look stated that some Councilmembers will take longer than others will
but we should take as much time as necessary because there will be variations. He
suggested Council better be unified before going before the Planning Commission.

Councilmember Jeffrey did not feel the Council had to be one unified voice - we just
need some core ideas and then meet with them and they can have a public hearing on
that. If we are unified, we would not even have to give it to them.

Mr. Ulrich stated we could list core values based on the discussion here, e.g. easily
enforceable, limit the number of vehicles - and lay these out for Council discussion and
then bring it to the Planning Commission for discussion.

Councilmember McGlone reiterated it has to be easily enforceable - no one should have
special rules.

6) Ramsey Town Center Steering Committee Proposal

City Administrator Ulrich stated that the purpose of this topic discussion is to create a
Ramsey Town Center Steering Committee. He read the purpose, goals, suggestion of
members and the meeting schedule, but added that the Committee may meet more often
in the beginning. Ms. Nelson would be the lead person with support from Kurt Ulrich,
Amber Miller and Sean Sullivan. Mr. Ulrich felt it is an important project and that with
this committee we could move along a little quicker.

Mayor Ramsey stated that his first impression on the members is it will be tough to make
sure we do not have a quorum. There are two Councilmembers on the EDA.

Councilmember Elvig stated it may be a problem having an EDA quorum as well.

Councilmember McGlone asked if this board is something that would get together for a
month or two, come up with a plan and they're done or is it a permanent board. He stated

City Council Work Session - June 30, 2009
Page 13 of 17
