<br />took the County's contribution and spent that down. This JPA came about because <br />improvements predicated on this improvement and the County contributed money. <br /> <br />Councilmember Elvig stated that it seems to him that we had the County come in and <br />give us a big sum of money - about $4 million. We did quite well with that amount. <br /> <br />Ms. Lund stated we were looking at a variable rate bond at that time but logged into a <br />fixed rate. It seems we are looking at amending the budget up to $4.8 million. <br /> <br />Mayor Ramsey stated we can amend that and have the ability to borrow money. <br /> <br />Councilmember Look stated that with regard to the minimum assessment agreement - if <br />we are looking at amending the budget and decertifying to these businesses - we no <br />longer have that minimum assessment agreement. <br /> <br />Mr. Sullivan stated that's Districts #1 and 4. A lot of these businesses are in 10, 8, or 2. <br />Number 1 is mostly housing along the river so it would be a very minimal impact. <br />District #4 is mostly housing along Riverdale - the hotel is probably the biggest business <br />- so that would be an impact. The lion's share of businesses would not be impacted by 1 <br />and 4. Mr. Sullivan stated he will place an item on the July 14 consent agenda for an <br />internal loan to finance Oasis Market property and later one we will have a public <br />hearing. <br /> <br />4) Old Town Hall <br /> <br />Deputy City Administrator Nelson introduced Management Intern Jessica Hendricks and <br />stated that Ms. Hendricks prepared this topic report. She added that we have had many <br />discussions on the old town hall and have never been able to make a decision of what to <br />do with that building. Staff is looking for direction about whether or not Council would <br />like to move ahead with this. In August 2005, a resolution was passed to move the old <br />town hall to a park within the Town Center but that never happened. Ms. Nelson <br />suggested that if Council's intent is to authorize moving the building, maybe the Park & <br />Recreation Commission should explore different options. <br /> <br />Councilmember Look stated he visited the property and it looks like we would be able to <br />sell the land- however, he stated that as Ramsey is moving ahead, this is the-only thing <br />we have left of the past. He felt if it was positioned properly, it could provide historical <br />significance to the City - and it is worth preserving. He suggested that if the land is sold <br />and the money used to preserve the building it may come out a "wash". <br /> <br />Councilmember Elvig stated that if you travel to big cities you see old churches, etc. and <br />he felt that Ramsey could really do something special with the old town hall. The <br />building could be moved and we could wait on selling the land until it makes sense to sell <br />it.
