<br />Councilmember Look introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #09-07-156 <br /> <br />RESOLUTION AUTHORIZING PLACEMENT OF A CONSERVATION EASEMENT <br />OVER LANDS WITHIN ALPINE PARK FOR THE CREATION OF A WETLAND BANK <br /> <br />WHEREAS, the City has need from time to time for the establishment of new wetland in <br />conjunction with projects that have unavoidable impacts on existing wetlands; and, <br /> <br />WHEREAS, the City has created wetland in Alpine Park in excess of that required for the <br />mitagation of wetland disturbed by completed projects; and, <br /> <br />WHEREAS, the Wetland Conservation Act (WCA) allows the banking of wetland credits in <br />excess of those required for project mitagation; and, <br /> <br />WHEREAS, it is in the best interests of the City to create a wetland bank with the surplus <br />created wetland in Alpine Park; and. <br /> <br />WHEREAS, the WCA requires that a perpetual conservation easement be placed over such <br />banked areas. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br />1) The City hereby authorizes the attached perpetual conservation easement over wetland <br />mitagation created inAlpine Park <br /> <br />2) The Mayor and City Administrator are hereby authorized to sign said conservation easement. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Wise, <br />and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Ramsey <br />Councilmember Look <br />Councilmember Wise <br />Councilmember Dehen <br />Councilmember Elvig <br />Councilmember Jeffrey <br />Councilmember McGlone <br /> <br />and the following voted against the same: <br /> <br />~ <br /> <br />none <br /> <br />and the following abstained: <br /> <br />none <br /> <br />RESOLUTION #09-07.156 <br />Page 1 of2 <br />
