CITY COUNCIL WORK SESSION
Topic Report: Ramsey Resident Design and Print
Proposals
By: Jessica L. Hendricks, Management Intern

~)

Background:

At the Work'Session on March 31, 2009, the topic of changing the Ramsey Resident newsletter
format to a four color glossy newsletter with space for advertisers was discussed. Staff had been
in contact with Prime Advertising, which creates newsletters for cities such as Maple Grove,
Champlin, and Elk River. At the Work Session, staff reviewed the cost of producing the
newsletter through Prime Advertising. Council then directed staff to pursue a Request for
Proposal (RFP) process, and contact other companies to design the City's newsletter.

At the June 2, 2009 work session, staff presented the idea of working with Scott Robinson from
Youth First Marketing, LLC. Scott Robinson would sell the ad space on behalf of the City of
Ramsey. In this partnership, the City and Youth First would share equally in the ad revenue. It
was decided that for one year Scott Robinson would be responsible for soliciting advertisements
for the Ramsey Resident newsletter. The draft contract for Youth First Marketing is attached.

Also at the June 2nd work session, City Council directed staff to contact graphic designers to
redesign the newsletter. Graphic designers were asked to submit a redesign of the Ramsey
Resident newsletter with space for advertisements. Designers were told that the City was
soliciting designs in a contest format, in that, they would be paid for their design if it was
selected by the Council as the new image for the newsletter. Of the 11 designers contacted, two
chose to submit designs for the contest. The redesigns are attached. In addition to seeking
designers for the new image, staff contacted four local printing companies to obtain quotes for a
glossy, four-color newsletter. Of the four contacted three submitted quotes. The print quotes are
also attached.

Attachments:
1. Youth First Marketing, LLC draft contract
2.
