~"'l PUBLIC HEARING ON PART 2 OF THE CITY'S WELLHEAD PROTECTION PLAN By: Steven Jankowski, Assistant City Engineer Background: The City of Ramsey is required to prepare a wellhead protection plan for the purpose of safeguarding areas which recharge aquifers from which the City draws its municipal water supply. The City completed the first phase ofthe plan process in January 2008 by identifying the areas from which each of our wells draws, and establishing a Drinking Water Supply Management Area (DWSMA) around both of the city's east and west well fields. City staff has now completed a draft of Part 2 of the well head protection plan which identifies issues associated with each of the DWSMAs. Part 2 of the plan establishes goals and a well head protection implementation plan. These goals and implementation action steps were presented to the Public Works Committee at their September 16, 2008 meeting and were focused primarily on educational action steps for inclusion into the Wellhead Protection Plan. Attached to this case is a summary of the action plan items proposed in the plan. The full text of the plan is also attached for review. Notification: Notice of this public hearing was published in the City's official newspaper. In addition on May 29,2009, the draft plan was sent to Anoka County, the City of Anoka, the Lower Rum River Water Management Organization, the Metropolitan Council, and the Minnesota Department of Health. Attached are the comments received from Anoka County and the Metropolitan Council which were received within the 60 day review period. Action: Close public hearing and direct staff to respond to comments submitted.
