<br />Case # 5 <br /> <br />CONSIDER FUTURE USE OF PROPERTY <br />LOCATED AT 7157 HWY 10 NW <br /> <br />By: Sean Sullivan, Economic Development Coordinator <br /> <br />Background: <br /> <br />On July 24th, 2009, the City of Ramsey purchased the property located at 7157 Hwy 10 NW (former <br />Holiday Station Store) utilizing the RALF program. Each parcel purchased through the RALF program is <br />reviewed by City Council and a determination is made regarding its lease status. <br /> <br />City staff has conducted a walk-thru of the building and has discovered that there is some water damage <br />and some potential mold issues. Further analysis would haveto be contracted out to professionals in this <br />field to determine the extent of the damage and potential remediation. It should be noted that this <br />property is occasionally utilized by neighboring businesses to gain access to the east across the north side <br />as Highway 10 does not have a frontage road system that serves the north side. This access issue will <br />need to be considered by the City Council if a decision to lease the property is made. The past use of the <br />building (Holiday Station Store) was considered mercantile (M) and that allows for the building to be <br />used as a store. The building is 4085 square foot in size and that requires it to have a water suppression <br />system installed if the use changes from its current use which is (M). <br /> <br />If a determination is made to raze the building, the Loan Agreement with the RALF program has set aside <br />$10,000 for the demolition of the structure. Staff is looking for direction on how to proceed with this <br />property. <br /> <br />The City Council should consider the following options and direct staff accordingly. <br /> <br />1) Market the property for lease as is for a mercantile use. <br />2) Direct Staff to develop a plan that would increase the lease potential ofthe property (repair <br />damage/sprinkler). <br />3) Demolish the property utilizing existing RALF Funds. <br /> <br />Funding Source: <br />Based on Council direction, property management fees could be reimbursed from future lease revenue or <br />if demolition is recommended, RALF Funds are available for that purpose. <br /> <br />Recommendation: <br />Based on Council discussion. <br /> <br />CC Action: <br />Based on Council discussion. <br /> <br />CC: 08.11.09 <br /> <br /> <br />Review Checklist: <br /> <br />Deputy City Adm' <br />City Administrato <br />
