Board Member Freeburg stated that he agreed in general with the goals and policies in the draft
plan and thought that Ramsey needed to its part to ensure water quality.

Board Member Enstrom questioned how this would be enforced and noted that there didn't seem
to be any 'teeth' to it. '

Environmental Coordinator Anderson asked if in general the Board supported the overall goals
of the draft plan.

There was consensus among the Board that they did overall support the goals of the draft plan.

Environmental Coordinator Anderson suggested that the Board consider recommending that the
policies that require the use of buffers be revised to reference the use ofBMPs, which may
include buffers, but also provides some latitude in how to protect wetland quality.

Motion by Board Member Hassett and seconded by Board Member Riley-Daniels accept the
goals and policies outlined in the draft plan with the following modifications:

. Policy 2.9 (p 49) - Replace the term "vegetated buffer strip" with "best management
practices" as this is a more inclusive term, which would allow not only vegetated buffer
strips buts also other technologies or strategies such as grass lined swales.

. Policies 3.4 and 3.5 (p 50) - Do not single out two specific invasives; just reference the
MN DNR's list of invasive species which is likely to expand in the future.

. Policy 7.6 (p 54) - Replace the term "vegetated buffer strip" with "best management
practices" as this is a more inclusive term, which would allow not only vegetated buffer
strips buts also other technologies or strategies such as grass lined swales.

Motion carried. Voting Yes: Chairperson Max, Board Members Bentz, Riley-Daniels, Hassett,
Freeburg and Enstrom. Voting No: None. Absent: Board Member Stodola.

ADJOURNMENT

Motion by Board Member Freeburg and seconded by Board Member Riley-Daniels to adjourn
the meeting.

The meeting adjourned at 8:44 p.m.

RijiZu:

C is Anderson
Environmental Coordinator

Environmental Policy Board / July 20, 2009
Page 3 of3
