CASE # 2

AMEND PARK AND TlMIL MAP -PROPOSED FUTURE TRAIL CONNECTION(S)
By: MarkRiverblood, Parks Supervisor

Background:

On average of once per year, the Park and Recreation updates the Park and Trail Plan Map to
remain current with proposed park and trail need~l and to reflect any projects that go from
'proposed' to 'existing', This lastmapping update occurred in February of this year with the
addition of proposed park land along the Rum River within the existing Boy Scout Camp.

The purpose ofthis case is to make a minor revision in the northeast portion of the planning map,
within the Rogers' Lake Recreational District.

o bserva tions:

The proposed change is to 'delete' an area of trail that parallels the river, as if this area of three
homes wQuld ever be subdivided, it would likely include the connection of the two dead end
streets on either side of these properties which would then provide the opportunity far pedestrian
access east and west.

The addition of proposed trail is also shawn in the attached exhibit with the red dotted line, The
intention with the new trail segment would be connection of the 43 acres of presently agricultural
land with homestead, to the subdivision to the east - at such time the land is formaLly developed.
It should be noted that this future trail alignment corresponds generally to the routing of the high
voltage powerlines in this area which is unbuildable land.

As a general point of communication, it is important to inform the public whenever these
mapping changes are made - that the Park and Trail Plan is for long-range planning, and is
intended to provide conceptual guidance to prospective developers. The intention of the City is
not to condemn land for parks and trail, but to work with willing sellers or land developers.

Commission Action:

Motion to approve the removal of one proposed segment of trail, and the addition of another
proposed connection to the City's Park and Trail Plan Map as shown.

P&R: 08/13/09

19
