<br />CASE # 1 <br /> <br />LAWFUL GAMBLING IMPROVEMENT PROGRAM REQUEST - DEVELOP <br />ARCHERY RANGE AT TM.:PROCK COMMONS PARK <br />By: Mark Riverblood,Parks Supervisor <br /> <br />Background: <br /> <br />For many years, the Park and Recreation Commission hL\s made available (subject'to City <br />Council approval) up to $5',000 from the Lawf1.1;l Gambling Improvement as a match to donated <br />labor or purchased items for Ramsey parks. The program originated out of a desire to address <br />smaller park improvements than are included in the CIP, encourage community participation in <br />meeting needs, and also provide for quick response to these opportunities. Recent use of this <br />program was the spring 2008 installation of outfield fencing at Alpine Park, and the pending <br />installation of automatic door locks for the Park Center building's restroom at Central Park and <br />concession stand/pavilion. <br /> <br />For the approximately 16 years this program has been in existence, the Commission has been <br />clear that the matching program should be made available to wide spectrum of park and trail <br />users, and that the intention would be that the same groups should not receive funding in <br />successive years. The attached application is from a Ramsey resident, and is not representing an <br />individual or group previously funded. <br /> <br />Observations: <br /> <br />The attached Lawful Gambling Improvement Fund proposal is for the development of an archery <br />range at Traprock Commons Park. At the regular Park and Recreation Commission meeting in <br />July, the Commission gave direction to staff and the pending applicant that this concept should <br />be explored. It has been determined that this recreational use is permitted within the park, and <br />that developing a few archery lanes would not diminish the 4.4 acre park's ability to serve as a <br />brush drop off site for storm events. (More City Code research will need to be performed to see <br />if there is any conflicting issues with definitions or prohibitions of 'weapons' in parks etc. In <br />addition, staff will need to consult with the League of Mn Cities to ensure signage and insurance <br />matters are handled appropriately.) <br /> <br />The purpose of this case is to receive a Commission recommendation to City Council to utilize <br />up to $1,865 in remaining funds from the 2009 Lawful 9ambling grant program. It is important <br />to note that, the above research, as well as formal notification to neighborhood residents would <br />occur before City Council hears this proposal. <br /> <br />, ' <br /> <br />Attached for your information is the parks location off from Variolite Street and an aerial photo <br />of the site. The application also contains a few images germane to the proposed project, and the <br />applicant, Mike Nielsen will be available at the meeting to present additional detail, and respond <br />to questions. <br /> <br />Staff supports the proposal, provided that the issues mentioned above can be satisfactorily <br />addressed, and the Police Chief supports the final design and management protocols. <br /> <br />1 <br />
