Councilmember Look introduced the following resolution and moved for its adoption: RESOLUTION #09-06-130 A RESOLUTION ADOPTING FINDINGS OF FACT #_0847 RELATING TO A REQUEST FROM COMPLETE MOTOR SPORTS TO ALLOW INDOOR RETAIL SALES OF MOTOR VEHICLES AT THE PROPERTY LOCATED AT 13915 RADIUM ST NW. WHEREAS, Complete Motor Sports, hereinafter referred to as the "Applicant," has properly applied for a Conditional Use Permit to conduct indoor retail sales of motor vehicles at the property generally known as 13915 Radium St NW and legally described as follows: The north 70 feet of Lot 1, Block 1, Business Park 95 Seventh Addition, (as measured at right angles from & parallel with north line of said lot and its westerly extension) subject to easement of record, Anoka County, Minnesota And Lot 2, Block 1, Business Park 95 Seventh Addition, Anoka County, Minnesota ("Subject Property") NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating to the request are determined to be as follows: 1. That the Applicant appeared before the Planning Commission for a public hearing pursuant to Section 9.03.05 of the Ramsey City Code on June 4, 2009, and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. . 2. That the Subject Property is zoned E-1 Employment. The properties to the north, west and south are also zoned E-1 Employment and the property to the east, which is in the city of Anoka, is zoned for light industrial activities. 3. That the Subject Property is approximately 4.94 acres in size. 4. That indoor retail sales within the E-1 Employment District requires a conditional use permit. 5. That the Applicant would utilize roughly 800 square feet of area within the unit for show floor space to display scooters, kids' four-wheelers, dirt bikes and accessories for sale to the public.
