<br />. <br /> <br />. <br /> <br />. <br /> <br />POLICY BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Functions and Values Study Contract Status <br /> <br />Zoning and Recycling Coordinator Anderson stated that the City secured the services of Peterson <br />Environmental Consulting, Inc, now known as Westwood Professional Services, to conduct a <br />wetlands functions and values study. The City opted for a complete GIS/data analysis review of <br />all wetlands followed by ground-truthing of all Preserve and Manage 1 wetlands. Based off of <br />similar studies conducted in other communities, the cost for this work assumed that about twenty <br />percent (20%) of the wetlands would require ground-truthing (about 60 or so wetlands). <br /> <br />Coordinator Anderson stated there were approximately 135 wetlands that came back as Preserve <br />or Manage 1. He stated that was twice as many as initially considered when they first calculated <br />the numbers. The ground-truthing component is the most expensive portion of the work. He <br />stated that in July of 2005, City Council authorized a transfer of $35,000.00 from the Landfill <br />Tipping Fee Fund to the General Fund to cover the expenses ofthis project. <br /> <br />Coordinator Anderson stated that the limit of $33,320 has been reached. At this point in time <br />the work has been put on hold until staff can bring forward to the City Council what it would <br />take to complete the wetland study. <br /> <br />Board Member Max asked if staff had an estimate yet to complete the project. <br /> <br />Coordinator Anderson stated that he had not received information from Mr. Peterson prior to the <br />Environmental Policy Board (EPB) meeting. He stated that his original plan was to have that in <br />a motion form to request the additional funds out of the Landfill Tipping Fee Fund. However, <br />without those numbers, he was unable to proceed. He stated that Staff is looking for direction <br />from the EPB members. <br /> <br />Board Member Max asked whether enough of the study has been completed and on track to rely <br />on the statistics of the model to move forward. He asked whether the completion of ground- <br />truthing was absolutely necessary. <br /> <br />Coordinator Anderson explained that the last update he received from Mr. Peterson noted that <br />approximately 80 to 90 percent (80%-90%) of the field work was complete. He stated since they <br />were that close, it seemed reasonable to have them finish up with the last part of the project. He <br />noted there is still some ground work, data analysis, and the report left to complete the project. <br />He stated his estimate was that most of the cost is completed and the remainder of the project <br />should not cost more than approximately $10,000. <br /> <br />Chairperson McDilda stated it didn't seem unreasonable to ask the City Council for another <br />$10,000 if 80 to 90 percent (80%-90%) of the project is complete. He asked if any of the EPB <br />members had good reason to not recommend approval of approximately $10,000 additional <br />funds to complete the project to the City Council. <br /> <br />Environmental Policy Board!
