Chairperson McDilda asked Coordinator Anderson what direction Staff needed from the
EPB.

Coordinator Anderson stated that Staff requested that EPB members put some thought
into whether or not this was something of interest to pursue. He stated that this type of
information could allow the City to explore the concept of conservation design.

Chairperson McDilda concurred that this could be a way that the EPB lends their
contribution to third party conservational development projects, open space technologies
and strategies, walkable communities, and things that the City is exploring in the
comprehensive plan currently. He stated this natural resources inventory could be added
to the current EPB work plan.

Coordinator Anderson concurred that this does tie in to the EPB goals.

Environmental Specialist Bacon stated this does come close to the discussion about
sustainability and having green space or open space for conservation. He stated that one
innovative approach to conservation development for businesses might be Tax Increment
Financing; which could be one possibility for organic gardening, and farming to preserve
and enhance open space as a valuable natural resource for health.

Coordinator Anderson stated that the same dollar source that was used for a wetland
study might be used for a natural resources inventory. He stated that the intended
purpose of the Landfill Tipping Fee Fund is for environmental purposes. He stated that
grant funds might be pursued for this. He stated that when it comes to funding, there are
options to be looked at.

Board Member Bentz asked if there were other things competing for the Landfill Tipping
Fee Fund.

Board Member aIds stated that the Park Department may look at the Landfill Tipping
Fee Fund for things like replacement of equipment, park improvements, and other
environmental necessities.

Motion by Board Member Max seconded by Board Member aIds to endorse the natural
resources inventory concept for use in the comprehensive plan.

Motion carried. V oting Yes: Chairperson McDilda, Board Members Bentz, Freeburg,
Max, aIds and Sibilski. Voting No: None. Absent: Board Member Ron Hustvedt, Jr.

BOARD INPUT

Environmental Specialist Bacon passed out an article A Plague of Deer, by Sharon Levy,
for discussion, noting that some people view them as a nuisance while others value them
for the hunt.

Environmental Policy Board / September 11, 2006
Page 12 of 13
