that are being focused on, ending with a statement that the EDA would like to recognize the <br />contributions made by Jim Deal and his contributions to Town Center. <br /> <br />Motion by Member Elvig, seconded by Member Strommen, to direct staff to create a <br />presentation for the 2006 Business of the Year Award in accordance with the presentation format <br />as stated above by Member LeTourneau. <br /> <br />Further discussion: The Board discussed the businesses included on the List of Possible <br />Nominees being highlighted as the specific sites to focus on towards the end of the presentation. <br />Member Elvig stated this will be a wonderful oppommity to recognize organizations like The <br />Lions. He suggested Lano Equipment and Oakwood Development be included on the list of <br />highlighted businesses. It was noted that Oakwood Development is not located in the City of <br />Ramsey and is not eligible for the Business of the Year Award. Member Schindel inquired how <br />long Mr. Lano has been in business in the City of Ramsey. Mr. Lano replied Lano Equipment <br />has been in business since 1991. When he first came to the City he looked long and hard for TIF <br />money to develop a new facility. The City of Ham Lake offered him TIF funds, but County <br />Commissioners Earhardt and Berg sold him on the idea of moving his business to Ramsey. It <br />has been 15 hard years of seeing development on Highway 10, and it is phenomenal. Member <br />Schindel expressed his agreement with Lano Equipment being added to the list of businesses to <br />be highlighted. The Board discussed the how broad the presentation should be. Economic <br />Development Coordinator Sullivan indicated he will bring back a presentation for the Board to <br />review based on the motion adopted regarding the presentation. The presentation will include <br />brief highlights on the businesses listed on the List of Possible Nominees, with the addition of <br />Lano Equipment. <br /> <br />Motion. carried. Voting Yes: Acting Chairperson Steffen, Members Elvig, Strommen, Kiefer, <br />LeTourneau, and Schindel. Voting No: None. Absent: Chairperson Riley. <br /> <br />Case #2: South of U.S. Highway #10 Development and Redevelopment <br /> <br />Economic Development Coordinator Sullivan reviewed that in 2002-2003 the EDA had been <br />working with Hoisington Koegler Group on a redevelopment plan for State Highway #10. The <br />EDA focused on enhancing the image and creating a new identity for the City of Ramsey on the <br />north side of Highway #10 between Armstrong Boulevard and the Anoka/Ramsey corporate <br />limit. During discussions of the redevelopment plan for Highway #10, the EDA saw a need to <br />also look at a redevelopment plan for the area located south of Highway # 10, from the corporate <br />limits of Anoka/Ramsey to Sunfish Lake Boulevard. The EDA directed staff to work with <br />Hoisington Koegler Group on a redevelopment plan south of Highway #10. Staff received a <br />memorandum from Hoisington Koegler Group Inc. outlining four different concept plans for the <br />area south of Highway #10. The minutes and plans from March 7, 2002 have been included in <br />the Board's packet for review. Mr. Sullivan indicated when this study was being finished an IRC <br />study was completed by MnDOT and it identified the preferred route of Highway #10 that <br />shifted it north to the Burlington Northern Railroad right-of-way.
