Discussion:

While justifiable the cost of the eastern crossing is significant. At the present time a balance of
$100,000 is available in the trail fund, however two projects being undertaken at the present time
will significantly reduce this amount, perhaps by as much as $50,000. Additionally a review of
the current CIP identifies nearly $4 million in trail projects over the next five years. Attached are
the CIP projects which are anticipated for this year and 2010. These others trail needs should be
considered in making a decision to appropriate funding for this trail! street crossing connection.
As the Committee suggested at the July meeting, the cost effectiveness of the funds spent on this
crossing would be enhanced if the residential areas to the north and between the two sections of
Alpine Addition were able to also make use of this access point. Some general connection
locations are identified on Figure 1. The neighborhood should be encouraged to consider
possible neighborhood connections.

Financial Impact:

The cost of the western crosswalk is estimated to be $2,200 and would consist of signage,
pavement painting, a ped ramp and approximately 30 feet of connecting trail. The cost of the
eastern crossing illustrated in Figure 2 is estimated to be $38,000.

Notification:

Mr. Gregg Schatz who presented this issue to staff and who resides at 6581 153rd Way was
notified that this case would be discussed at this evenings public Works Committee meeting.

Recommendation:

Staff recommends the installation of the western crosswalk in conjunction with the Alpine
Watermain Looping Project. A change order in the amount of $1,700 would be issued to the
project contractor for the additional trail, ped ramp and pavement striping. The Public Works
Department would fabricate and install the signage. Funding for this work would be from
coming from the funds dedicated to the looping project, which came in under budget. Signage
would be provided from the street maintenance budget.

Staff further recommends that the eastern crossing should be considered as a future CIP

improvement.

Action:

Motion to recommend to City Council the installation of the western crosswalk by issuing a
change order to the Alpine Park Watermain Looping Project and signage from the Public Works
