<br />DRIVEWAY CULVERT POLICY <br /> <br />Purpose: <br /> <br />Significant areas of the City rely on roadside ditches to convey runoffto rivers, storm ditches, <br />lakes and ponds. Proper drainage of the roadway is essential for the longevity of the pavements <br />in which the public has a substantial investment. Individual driveways normally require culverts <br />to prevent the obstruction of the free flow of storm water within these ditch systems. This policy <br />is intended to outline the requirements and responsibilities for the maintenance and repair of <br />private driveway culverts within the public right of way. <br /> <br />Determination of culvert required - The Street Superintendant shall determine whether a <br />driveway culvert shall be required as a part of a new or reconstructed driveway. In making this <br />determination the following factors shall be considered; a) the presence of an adequate ditch <br />system in the area, b) the presence of culverts in neighboring driveways, c) the ability of <br />available ponding to handle runoff, and d) whether a driveway is located at a highpoint. <br /> <br />Installation requirement - Where determined to be required, a minimum of a 15 inch corrugated <br />metal culvert or High Density Polyethylene (HDPE) with flared apron end sections shall be <br />installed under driveways constructed after the date of adoption of this policy. This requirement <br />shall also be applicable to existing driveways which are upgraded from dirt or gravel to hard <br />pavement, and those which are reconstructed through the removal of deteriorated pavement or <br />regrading. <br /> <br />Prohibition of Removal - The removal of an existing culvert is prohibited and any property <br />owner who violates this policy shall be responsible for damage resulting from the blockage or <br />removal of a culvert. <br /> <br />Maintenance - It shall be the responsibility of the property owner to maintain the driveway <br />culvert in good condition. Should the culvert become plugged or collapsed, the street <br />superintendant may order its repair or replacement. In such an event the property owner shall be <br />notified by certified letter and shall be given a reasonable time period to have the repair <br />completed. Failure to complete within this period shall be cause for the City to perform the repair <br />and have the charges assessed against the property. <br /> <br />City to provide culvert at cost - As a service to the property owners, the Public Works <br />Department shall fumishand deliver culvert materials for installation by the property owner. The <br />City will charge the property owner only its cost for the materials. <br />
