<br />Case #4: <br /> <br />Consider Acquisition of Lot 1, Block 1, Pineview Estates 2nd Addition. <br /> <br />Director of Public Works Olson stated that a property owner approached the City to <br />discuss acquisition of Lot I, Block 1, Pineview Estates 2nd Addition. It's a vacant parcel <br />within the corridor for a future north-south road connecting the Town Center to Variolite <br />Street. This item was brought to the Public Works Committee and they recommended it <br />be forwarded to the Finance Committee. It was also requested that alignment scenarios <br />for this future proposed roadway connection be developed. It was discussed whether this <br />parcel was absolutely necessary. Four different aligriments and connections were looked <br />at. Two out of the four alignment scenarios do not affect the subject property. <br />Discussion ensued re each alignment and its benefit. <br /> <br />Councilmember Look inquired of the value of this property to which Mr. Olson replied <br />the value on the tax statement is about $60,000; however, the property owner has <br />indicated he wants $150,000 to $200,000. <br /> <br />Councilmember Elvig commented that the property owner is asking for 2005 prices for <br />his property. <br /> <br />Councilmember Look stated that even if the City did an eminent domain for public <br />purpose, the property owner would not get that amount. <br /> <br />Mr. Olson stated that the City does not need this property immediately - and there are <br />some alignments that have been identified that would not impact this property at all. If <br />the City were to use State Aid money on this, there is a process to go through like for <br />official mapping - tight-of-way plan preparation - and some funding could be identified. <br />He added that this could be done in segments as well. We can move forward with the <br />right-of-way mapping so we would have a funding source - that would be State Aid. If <br />we go through the appraisal process and use State Aid funds - all actions are under <br />scrutiny. <br /> <br />City Administrator Ulrich stated that if we do the mapping and put that in the file, this <br />property could be red-flagged for right-of-way if someone comes in with a building <br />permit application. <br /> <br />Discussion ensued relating to whether or not the City could stop a building permit if it is <br />mapped for right-of-way. It was determined that the City may not be able to stop the <br />building, but the permit applicant would be told about the right-of-way designation. <br /> <br />Motion by Councilmember Elvig and seconded by Councilmember Look to go ahead <br />with the mapping process and disregard the purchase at this time due to timing issues and <br />funding sources. <br /> <br />Motion carried.
