Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Consider Request for an Interim Use Permit to Allow the Flying of Radio <br />Controlled Aircraft generally located at 8846 Highway 10 NW; Case of <br />NorthWest Radio Control Club <br /> <br />Associate Planner Gladhill reviewed the staff report. <br /> <br />Councilmember Elvig questioned if the approval could be made contingent on the approval from <br />Anoka County. <br /> <br />Associate Planner Gladhill explained that while he would prefer not to make an approval <br />contingent upon another issue it could be done. <br /> <br />Councilmember'Dehen stated that he would not be opposed to this permit but asked that the term <br />be limited to one year in order to review the status. He did not want to get into a situation where <br />excessive noise pollution would impact the neighboring properties. He thought that the Council <br />should conduct a review of the permit after one year because it was something new to the City, <br /> <br />Mayor Ramsey confirmed that staff was only requesting a 60-day extension of the request in <br />order to receive the written authorization from Anoka County prior to approval. <br /> <br />Associate Planner Gladhill stated that approval or denial could be granted tonight, but advised <br />that staff was requesting to table the issue until the written permission was received from Anoka <br />County in regard to the access. <br /> <br />Al Pearson, 14829 Bowers Drive, provided some background history on the parcel and land <br />transfers. He advised that he had an agreement with Mr. Nathe to use the private drive for <br />access, and that ultimately he had control of the Anoka County parcel. He thought that this <br />application and permit process should have moved more quickly and efficiently, and did not <br />agree with the amount of time and staff effort that had been needed through this process. <br /> <br />Councilmember McGlone stated that the permit would come with conditions, which he believed <br />would provide the necessary limits needed by the City, He thought that the public had many <br />opportunities to speak against the permit and he did not think that a review would need to be <br />conducted after one year. <br /> <br />Motion by Councilmember McGlone, seconded by Councilmember Elvig to adopt Resolution <br />#09-07-160 adopting Findings of Fact #0848 relating to the request for an Interim Use Permit for <br />NW Radio Control Club. <br /> <br />Motion carried, V oting Yes: Mayor Ramsey, Councilmembers McGlone, Elvig, Dehen, Look, <br />Jeffrey and Wise.
