<br />J <br /> <br />CITY COUNCIL WORK SESSION <br />Topic Report: Organizational Study Discussion <br /> <br />Cit)l Of ~ <br />RAMSEY <br /> <br />By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />On October 25, 2005, the City Council authorized Springsted, Inc. to conduct an organizational <br />study on behalf of the City of Ramsey. The purpose of the organizational study was to <br />provide Ramsey with information that would help the City to be deliberate in addressing <br />the changing needs of the community. <br /> <br />In gathering information to prepare this report, Springsted representatives met with the City <br />Council, department heads and supervisors in several focus group sessions. Springsted also <br />interviewed a group of current and former city managers of high growth communities. The primary <br />components of this report include a forecast model for staffing and finances, as well as <br />recommendations based on best practices and Springsted's experience and research. <br /> <br />Springsted's final report is attached for review by the City Council. The City Administrator and <br />Human Resources Manager will be in attendance at the July 11111 work session to discuss the report <br />and to answer questions.
