Absent: None

Case #2 HIGHWAY 10 MARQUIS SIGN

Economic Development Coordinator Sullivan presented case #2.

City Officials began marketing Ramsey, and the Town Center, to potential retailers and
developers at the lCSC and they will be continuing that effort.

The City of Ramsey has been working on defining its identity for a while. A large marquis sign
on US Highway 10 defining and being used in conjunction with the Ramsey Town Center
activities could be a way to further define Ramsey. The location and the type of sign were
discussed.

The recent city purchase of property on US Highway # 10 would be an ideal location for a large
marquis sign. This sign would be message sign and it would be used for City events.

Member Elvig stated that he has been in contact with radio .station BOB FM andthey would be
interested in helping the City with an electrical reader board sign. They would help coordinate,
maintain, and sell space for ads for this sign. This would be a sign with business advertisements
and community events, meeting dates etc. The notion would be that this is City sign first and
advertisement sign .second.

Member LeTourneau wanted to know more data about costs and the commitments. He would
like to see some kind of a cash flow analyzes.

After a discussion it was agreed that having a Marquis sign of some kind, is something EDA
would like to look into. A sign that would not look like a billboard but a sign with landscaping,
upscale construction.

Staff all agreed that Economic Development Coordinator Sullivan should continue to gather
more information on this issue. This information would be presented at a future meeting.

Case #3: SPONSORSHIP OF ALLINA EVENT

Economic Development Coordinator Sullivan presented Case # 3.

Economic Development Coordinator Sullivan asked for direction for the Allina golf event.
It was discussed that with Allina's new clinic being located in the City of Ramsey it would be
important to have a noticeable presence at this event. The Allina event has levels of sponsorship
that go beyond entering a foursome. This would be sponsorship from the EDA not the City of
Ramsey.

Motion by Member Skaff, seconded by Member Elvig, to provide a sponsorship at the Bogie
level. Also sponsor an additional foursome for the Allina Event on July 20th 2009. A Bogie

Economic Development Authority/July 9th 2009
Page 3 of7
