b. If such WECS are hereafter damaged or destroyed due to any reason or <br />cause whatsoever, the WECS may be repaired and restored to its former <br />use, location, and physical dimensions upon obtaining a building permit <br />therefor, but without otherwise complying with this Section, provided, <br />however, that if the cost of repairing the WECS to its former use, physical <br />dimensions, and location would exceed 50% of the cost of a new WECS of <br />like kind and quality, then the WECS may not be repaired or restored <br />except in full compliance with this Section. <br />SECTION 3. SU1VIlYfARY <br />The following is the official summary of Ordinance #09 --which has been approved by the City <br />Council of the City of Ramsey as clearly informing the public of the intent and effect of the <br />Ordinance. <br />The Ordinance updates the zoning districts to allow Wind Energy Conversion Systems as a <br />conditional use in the R-1 Residential, R-2 Residential, R-3 Residential, B-1 Business, B-2 <br />Business, E-1 Employment, E-2 Employment Districts and Town Center Sub -Districts 1, 2, 3, <br />&5. Only small-scale WECS shall be permitted in residentially zoned districts. In addition to <br />Small -Scale WECS, Medium -Scale WECS shall also be permitted in B-1, B-2, E-1, and E-2 <br />Districts and Town Center Sub -Districts 1, 2, 3, and 5. Small -Scale and Medium -Scale WECS is <br />not permitted in the environmental overlay districts. <br />SECTION 4.
