Motion to recommend that the City Council omit area one of the proposal related to the TIF analysis, as <br />council has already made the determination not to decertify early, and retain the services for areas two <br />and three of the proposal, a comprehensive financial plan of the future development of the Ramsey Town <br />Center area and planning for future capital improvements, respectively. The total of the two areas are not <br />to exceed $13,600, with the funding recommended to come from the HRA fund. <br />Action: <br />This item will be added to the Finance Committee of August 25, 2009, as Northland Strategies will <br />present a more thorough proposal of the area related to the future development of the Ramsey Town <br />Center area after meeting with the Landform Group. The authorized amount of not to exceed $13,600 <br />will remain. <br />Case#2: Adopt Resolution Establishing the Duties of the Finance Committee <br />Background: <br />The City's original resolution was adopted in 1991 and was very vague. The proposed resolution more <br />clearly defines the finance committee duties. <br />As part of this resolution, all negotiations performed by Anoka County, on behalf of the City, would need <br />to come to the Finance Committee and City Council approval prior to County action. <br />Motion to recommend that the City Council adopted Resolution #09 -08 -XXX Establishing the Duties of <br />The Finance Committee <br />Action: <br />Ratify the recommendation of the Finance Committee. <br />Case #3: 2010 General Fund Budget Discussion <br />Background: <br />A brief update was given on the proceeding s of the 2010 General Fund Budget. A work session with <br />council is planned for September 1, 2009. <br />Action: <br />Informational update only. <br />Case 4: Consider Acquisition of Lot 1, Block 1, Pineview Estates 2°d Addition <br />Background: <br />This item was brought before the Public Works Committee of July 21, 2009, with the recommendation to <br />bring it forward to the Finance Committee. <br />A property owner approached the City to discuss acquisition of his vacant parcel that falls within the <br />corridor for a future north -south road connecting Town Center to Variolite Street. The public works <br />
