Motion to recommend that the City Council omit area one of the proposal related to the TIF analysis, as council has already made the determination not to decertify early, and retain the services for areas two and three of the proposal, a comprehensive financial plan of the future development of the Ramsey Town Center area and planning for future capital improvements, respectively. The total of the two areas are not to exceed $13,600, with the funding recommended to come from the HRA fund. Action: This item will be added to the Finance Committee of August 25, 2009, as Northland Strategies will present a more thorough proposal of the area related to the future development of the Ramsey Town Center area after meeting with the Landform Group. The authorized amount of not to exceed $13,600 will remain. Case#2: Adopt Resolution Establishing the Duties of the Finance Committee Background: The City's original resolution was adopted in 1991 and was very vague. The proposed resolution more clearly defines the finance committee duties. As part of this resolution, all negotiations performed by Anoka County, on behalf of the City, would need to come to the Finance Committee and City Council approval prior to County action. Case #3: 2010 General Fund Budget Discussion Background: A brief update was given on the proceeding s of the 2010 General Fund Budget. A work session with council is planned for September 1, 2009. Case 4: Consider Acquisition of Lot 1, Block 1, Pineview Estates 2°d Addition Background: This item was brought before the Public Works Committee of July 21, 2009, with the recommendation to bring it forward to the Finance Committee.
