9) Adopt a Resolution #09-08-170 Appointing a Planning Commission Member (Ralph Brauer) 10) Report from Public Works 1) Maintenance Expectations for RTC Properties — No action taken 2) Consider Amendments to the Topsoil Ordinance — Council ratified the recommendation of the Public Works committee and voted to amend the ordinance to reduce the minimum organic content to 25% and the maximum sand content to 30%. 3) Consider Cross Walk across Alpine Drive at Alpine Park — Council ratified the recommendation of the Public Works Committee and voted to postpone this case to allow staff time to research the following: the option of a location in the middle, the possibility of a sidewalk on the north side; ask for a speed study to be conducted in the area; a connection between 153rd Way and 153rd Court; have a trail connection between these two areas and Sunfish Lake Boulevard. 4) Review Draft Culvert Policy — No action taken 5) Consider Acquisition of Lot 1, Block 1, Pineview Estates 2nd Addition — Council ratified the recommendation of the Public Works Committee and voted to refer this case to the Finance Committee. 6) Consider Parking Ramp Lighting — No action taken. COUNCIL BUSINESS Case #1: Public Hearing: Part 2 of the City's Wellhead Protection Plan Mayor Ramsey closed the regular portion of the City Council meeting at 7:15 p.m. in order to conduct a public hearing. Public Hearing Mayor Ramsey called the public hearing to order at 7:15 p.m. Presentation Assistant City Engineer Jankowski reviewed the staff report. Citizen Input There was none. Motion by Councilmember Elvig, seconded by Councilmember Wise, to close the public hearing. Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Wise, Dehen, Jeffrey, Look, and McGlone.
