<br />screwed into openings and not caulked. Staff does feel there is value in requiring <br />permits and conducting inspections for roofing, siding, and window installation <br />work. Staff is seeking policy direction with regard to the requirement for permits <br />for roofing, siding, and window installation work. <br /> <br />Rental Licensine: Proe:ram. In 2003 the city initiated a rental licensing <br />program which required every residential rental unit to be licensed by the city. <br />Part of the rental process included a building inspection to ensure the condition of <br />the rental space met city standards as defined in the city code. The license fee is <br />$75 for two years. To provide an analysis of revenue generated and stafftime <br />spent on this area, the time period of January 1,2008 through July 31, 2009. For <br />this period, the city has issued 115 new rental licenses and has conducted 388 <br />inspections on these rental properties. Of the 115 licenses issued, 48 were for <br />single family homes. <br /> <br />Summarizing staff time: <br /> <br />115 license at 45 minutes per= <br />388 inspections at 30 minutes per= <br /> <br />86.25 hrs <br />194 hrs <br /> <br />Rental License fees collected 115 X $75 per= <br /> <br />$8625.00 <br /> <br />Council has inquired about the value of requiring rental licensing for single family <br />homes. Staff is seeking policy direction regarding the rental licensing program. <br /> <br />Indemnification for self-install of seutic systems. Currently, there is a <br />provision in city code that allows for a home owner to self-install a septic system. <br />If a homeowner applies for a permit to self-install a septic system, the city has <br />required a letter indemnifying the city against liability for the system and its <br />installation. Council has expressed concern regarding that practice. An example <br />indemnification letter is attached for Council review (attachment 3). Staff <br />recommends either amending the code to no longer allow self-installation of <br />septic systems (requiring a licensed installer/contractor) or continuing with the <br />indemnification letter due to the risk and liability associated with the self- <br />installation of such systems. <br /> <br />Code Enforcement Activity in Buildine: Division: Over the past year the city <br />has become more proactive in the code enforcement of its nuisance violations and <br />the building division has been actively participating in the program. Code <br />violations like noxious vegetation, off street parking, outdoor storage and <br />abandoned vehicles to name a few. Since January 2008, building division staff has <br />been involved in 220 individual code violations resulting in 1000 actions of <br />varying degrees. Actions include site visits, letter writing and follow-up phone <br />calls. A conservative estimate for time spent on code enforcement by building <br />division staff is 10 hours a week. There are no fees generated for this service. <br />This information is being provided for Council reference and for future <br />discussions regarding code enforcement and the 2010 budget. <br />
