<br />.. CASE # S <br />AUTHORIZE AMENDMENT TO COST-SHARING AGREEMENT WITH ACRRA FOR <br />FINAL DESIGN FOR THE NORTHSTAR COMMUTER RAIL STATION IN RAMSEY <br />By: Brian E. Olson, Director of Public Works / Principal City Engineer <br /> <br />Background: <br /> <br />In April 2008, the City Council authorized a Cost-Sharing Agreement with Anoka County <br />Regional Railroad Authority (ACRRA) for Preliminary Environmental Review, Design, and <br />Negotiations with BNSF for the NorthstarCommuter Rail Station in Ramsey at a cost (the <br />Ramsey contribution) not to exceed $87,134, which was 50% of the total amount. The funding <br />source was excess revenue from the 2007 budget year. The preliminary plan has now been <br />completed and the next step is to move to a final design. <br /> <br />In June of this year the City Council authorized an additional $150,000 for a total of $300,000 to <br />complete the final design of the Ramsey Rail Station. Since that City Council meeting, Kimley <br />Horn has talked to their subcontractors and refined the cost of$357,000 to complete final design. <br />Of the original $174, 268 preliminary design contract, which was mentioned above, they had <br />$37,000 remaining. Therefore there is a total of $320,000 that needs to be funded to get all the <br />way through final design of the Ramsey Rail Station ($357,000 - $37,000). <br /> <br />Discussion: <br /> <br />The Anoka County Rail Authority approved the additional $10,000 at their regularly scheduled <br />meeting on August 11 th contingent upon this action. <br /> <br />Staffis proposing that the $10,000 be funded by the Landfill Trust Fund, which has a current <br />balance of approximately $3.6 million. The Landfill Trust Fund could then be reimbursed <br />through future land sale proceeds. <br /> <br />Staff Recommendation: <br /> <br />Staff is recommending Council amend the resolution that was approved in June authorizing a <br />cost-sharing agreement with ACRRA for final design for the Northstar Commuter Rail Station in <br />Ramsey at a cost not to exceed $160,000, utilizing the Landfill Trust Fund. <br /> <br />Council Action: <br /> <br />Motion to authorize Staff to amend Resolution #09-06-XXX Authorizing a Cost-Sharing <br />Agreement with ACRRA for Fi I Design for the Northstar Commuter Rail Station in Ramsey at <br />a cost not to exceed $160,000, i .zing the Landfill Trust Fund. <br /> <br /> <br />Reviewed by: <br />City Administrator.. <br />Finance Officer <br />CC: 06{25109 <br />
