NORTHLAND
STRATEGIES

Special Projects Group

MEMORANDUM

To:

Heidi Nelson
Kurt Ulrich
Diana Lund
Sean Sullivan
Brian Olson

From:

Rusty Fifield and Paul Donna
August 19, 2009
Revised Financial Planning Scope of Work

Date:
Re:

Our June 19 memorandum described a scope of work for strategic financing planning services. The
proposed scope of work divided the services into T1F Districts, Town Center Finance Plan and
Capital Improvements. On August 11, the Finance Committee approved the Town Center and
Capital Improvements elements of the scope with a related budget of $13,600. Before proceeding it
was determined important to coordinate our efforts with the work to be performed by Landform.
On August 17, we met with City Staff and Darren Lazan of Landform to discuss the nature of
upcoming planning for Ramsey Town Center.

This memorandum explains our thoughts on revisions to Northland's scope of work based on our
current understanding of the City's needs. After receiving your feedback, we will prepare a final
scope of work and budget for consideration by the City Council on August 25.

Capital Improvements

The proposed scope of work for this element of our proposal still seems relevant and appropriate.
The work will provide useful background information for the City and provide perspective for
funding priorities. It will also provide guidance on matters to consider in the financial planning
work to be performed by Landform.

For your reference, our proposed scope of work appears below. Please review the list of projects and
let us know if changes are needed.

Introduction
Our initial discussions with Staff have identified a series of important capital improvements projects
facing the City over the next five years. These projects include:

.
