Do away with the City's precertification process and require the builder/contractor to <br />locate their own material and provide testing data to show it meets that City's <br />specification. <br /> <br />Recommendation: <br /> <br />Both Staff and the Public Works Committee are recommending that the topsoil definition within <br />section 9.02 of City Code be amended to reduce the minimum organic content to twenty-five <br />percent (25%) and increase the maximum allowable sand content to thirty percent (30%). <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council adopt an ordinance amending the definition of <br />top~oilin Section 9. 02 (Definitions) of City Code reducing the minim~ required organic <br />content to twenty-five percent (25%) and increasing the maximum allowable sand content to <br />thirty percent (30%).'
