AUTHORITY <br /> <br />This ordinance is. adopted pursuant to and under the authority of the City Charter .of the City of <br />Ramsey. <br /> <br />SECTION 2~ AMENDlVIENTS <br /> <br />Section 9.02 (Definitions) of City Code is hereby amended with the following definition: <br /> <br />Topsoil ~ Black dirt composed of unconsolidated material, largely undecomposed organic matter <br />that is a suitable foundation for vegetative growth. The composition of the topsoil shall include a <br />well balanced medium consisting ofthe following: . <br />. A maximum sand/silt content of 30% <br />. A minimum organic content of25% <br />. A pH between 6 and 7 , <br />. Removal of all rocks in excess of 3/4" <br /> <br />SECTION 3: SUMMARY <br /> <br />The following official summary of Ordinance #09-_ has been approved by the CitY Council of <br />the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. <br /> <br />Ordinance #09- _ amends the de[mition of topsoil to require a minimum organic matter content <br />of twenty-five percent (25%) and a maximum allowable sand content of thirty percent (3 0%). <br /> <br />SECTION.4: EFFECTIVE DATE <br /> <br />The effective date ofthls ordinance is thirty (30) days after its passage and publication, subject to <br />City Charter Section 5.07. <br /> <br />Adopted by the Ramsey City Council the ~day of <br /> <br />, 2009. <br /> <br />34 <br />
