Realty Trust ("CAST") <br />owned a strip mall in the town. The strip mall consisted of two build- <br />ings and a parking lot. CAST operated a pharmacy on one end of the <br />main buildm.g. A child day care center operated on the other end of the <br />main building, and a vacant store was in the middle. The other building <br />in the strip mall was to be leased to a special needs school for teenagers. <br />Across the street from the strip mall was the town's primary and elemen- <br />tary schools. <br />CAST sought to operate a beer and wine store in the vacant store. <br />It planned to connect the beer and wine store to the pharmacy as a (") <br />"one-stop shopping center."
