The WMO will work on the establishment of a monitoring program on the Rum River downstream of
County Highway 7 and upstream of the Anoka Dam.. The parameters monitored will be total
phosphorus and total suspended solids.

lake level Monitoring Program
The Anoka Conservation District has monitored the level of Round Lake and surrounding wetlands
weekly from April-October, The WMO should continue working with the Anoka Conservation
District on this monitoring program.

lake Water Quality Monitoring Program
The ACD monitors the water quality of Round Lake and Rogers Lake every 2 weeks from May-
September. The parameters measured are total phosphorus, Chlorophyll a, and Secchi disc. The
WMO should continue working with the ACD on this monitoring program.

Data Storage and Retrieval
The WMO will maintain as a resource the location of all public access databases (i.e., MPCA's
STORET) for water quality data. All data collected by the cities or WMO will be submitted to the
databases.

The future contribution of local governments to water data collection must be recognized,
encouraged, and developed. The state must also find a way to integrate locally collected data into
state repositories and integrated systems.

Citizen Lake-Monitoring Program (CLMP). The CLMP is a cooperative program combining the
technical resources of the MPCA and volunteer efforts of citizen to collect water quality data on
lakes (MPCA). Volunteers collect water transparency data using a Secchi disk on a once-per-week
frequency. Long term transparency monitoring helps detect signs of water quality degradation. Data
compiled from Secchi readings is used by MPCA staff to prepare water quality reports, compile
trends analysis, plan lake protection strategies and define lake characteristics by region (MPCA).
There is a one-time fee for volunteers, to cover the cost of equipment. Volunteers receive
instructions on using the disk, data sheets and a copy of lake water quality reports in their region.

Citizen-Assisted Monitoring Program (CAMP). The Metropolitan Council sponsored CAMP is
similar to the CLMP, except that it is regional, not statewide, in nature. Through the CAMP
program, water quality samples are collected for basic water chemistry analysis by Metropolitan
Council.

Water Management Plan
P:\Mpls\23 MN\02\230204 7\ W orkFiles\3rd Oen WMP\LRR WMO _3rd Oen WMP _July 2009_ Draft.doc

86
