Voting No: None. <br /> <br />HRA BUSINESS <br /> <br />Case #1: <br /> <br />Discuss City Response to Request for Proposals for Veterans Administration <br />(VA) Community Based Outpatient Clinic <br /> <br />Deputy City Administrator Nelson reviewed the staff report. <br /> <br />Commissioner Elvig stated that having people in the wings, ready to work with the City is a good <br />idea. He stated that he would like to find out from the VA if they are willing to go onto a second <br />floor of a facility, because Allina wants to be on the first floor. He stated that he feels there <br />could be some sort of parking connection or a possible twin building with the Allina facility so <br />there is a connection between them. <br /> <br />Commissioner Dehen stated that he thinks a cooperative situation between the V A and Allina <br />with the RFP process may be problematic. <br /> <br />Commissioner Elvig suggested that this take a multi-prong approach and give them options such <br />as first floor, second floor, and connected facilities, for example. <br /> <br />Commissioner Jeffrey asked if the City has spoken with the VA to know what their plans are or <br />if the City is just guessing. <br /> <br />City Administrator Ulrich noted that there have been discussions with staff earlier in the process, <br />but there are not details yet on what is included in the RFP. <br /> <br />Chairperson Dehen stated that he thinks it is important for staff to look at RFPs for recent <br />facilities that have been built by the V A. <br /> <br />There was discussion about the contracts with Landform and funding for this work. <br /> <br />Commissioner Elvig stated that he thinks Allina and the V A have had conversations and they <br />both seem to like the synergy of working together. He stated that he questions if the City will <br />construct and own the building, or give our support with the land and have someone else contract <br />and build the building. <br /> <br />Chairperson Dehen stated that he thinks the City should try to come up with some specific <br />locations and not get too involved in working with too many parties. <br /> <br />Commissioner Ramsey stated that if the City puts forth a proposal, it should be similar to this <br />building with an ability to add on. He stated that the City already owns the land and feels it <br />should put its best foot forward.
