<br />CASE # :L <br /> <br />REVIEW SEPTIC SYSTEM REPAIR POLICY <br />By Steven Jankowski, Assistant City Engineer <br /> <br />Background: <br /> <br />Attached to this case is a copy of a policy adopted in 1992 pertaining to he repair of failed septic <br />systems in the City. As is explained in the preamble to the policy its purpose is to insure public <br />health and safety. Over the years the policy has been utilized, although sparingly, to provide <br />f\.mding for the repair of failed septic systems, Implementation ofllie policy has been incases <br />where the property owner refuses to address the failure, 01' where funding for the repair could not <br />be obtained elsewhere. In the past l;lOrtgage companies were amenable to fUl'lding a repair of this <br />nature since a property with a non functioning system was unsalable. Under the current <br />economic situation financial institutions are take a harder line credit which leaves the property <br />owner with few alternatives. The 25% administrative fee l'eguiredby the policy helped to insure <br />it was a funding source of last resort. <br /> <br />This policy has been implemented so sparingly that the current City Council along with many <br />staff are unaware of its existence. The purpose of this case is to familiarize the Coul'lcilwith this. <br />policy as a case for its use is likely to be requested. The ecol1pmic times may make the City a <br />source of funding of the last reso11 more fl'equent than in the past. . <br /> <br />Observation: <br /> <br />The committee may wish to review and discuss the terms of the policy. <br /> <br />Recommendation: <br /> <br />Staff recommends the policy be reaffirm~d i11it5 present form. <br /> <br />Action: <br /> <br />Motion to recommend no changes to the current Septic System Repair Policy. <br /> <br />Reviewed By: <br />Director ofPubUc Works/Principal City Engineer <br />City Engineer <br />Finance Director <br />,q <br />PW: 08/)1'/08 <br />
