<br />CASE # ~ <br /> <br />REQUEST FOR A HOME OCCUPATION PERMIT TO OPERATE <br />A GENERAL CONTRACTOR BUSINESS ON A RESIDENTIAL <br />PARCEL AT16507 GERMANIUM ST NW; <br />CASE OF MARK LOFGREN <br />By: Chris Anderson, Environmental Coordinator <br /> <br />Background: <br /> <br />The City received an application from Mark Lofgren of Eagle Ridge Services, Inc. for a home <br />occupation permit to operate a general contractor business from his home located at 16507 <br />Germanium St NW. The City received an ordinance complaint regarding the home occupation <br />and determined that the use operated beyond the parameters allowed by an administrative home <br />occupation permit. <br /> <br />Notification: <br /> <br />In accordance with State statute, Staff notified property owners within 350 feet of the subject <br />property of the public hearing. <br /> <br />Observations: <br /> <br />On March 27, 2009, the City received an ordinance complaint concerning a contractor business <br />being operated in a residential neighborhood. City Staff verified the home occupation and <br />initiated contact with the property owner to inform them that a home occupation permit would be <br />required to continue operation of Eagle Ridge Services Inc. from this address. <br /> <br />On June 26, 2009, Mark Lofgren applied for a home occupation permit to operate Eagle Ridge <br />Services, Inc., which is a general contractor business. After reviewing the application and <br />supplemental information, Staff determined that the request should be considered by the <br />Planning Commission and City Council due to the quantity of equipment, location of <br />parking/storage area and irregular shape of the lot. <br /> <br />Eagle Ridge Services, Inc. offers construction and concrete services, landscaping and <br />snowplowing services. All services are conducted off premise at various job sites. However, the <br />equipment utilized in the day to day operations is stored outside at Mr. Lofgren's residential <br />property. The equipment includes: a single-axle dump truck with contractor's box, a dump box <br />trailer, a flatbed trailer, a concrete. edging trailer (left at job site for duration of work when <br />possible), skid steer, enclosed trailer (stays at job site for duration of work), and an F-250 pickup <br />truck that also serves as a personal use vehicle. <br /> <br />Mr. Lofgren operates Eagle Ridge Services, Inc. with his son, who does not live at the same <br />property. There are also two (2) non-resident employees that meet on the job site rather than at <br />Mr. Lofgren's home. On parcels less than three (3) acres, City Code Section 9.11.04 (Home <br />Occupations) allows one (1) non-resident employee to work on site with an approved home <br />occupation permit. <br />
