<br />Motion by Councilmember Look, seconded by Councilmember Wise, to Adopt Resolution #09- <br />08-188 Approving the request for a Home Occupation Permit based on the Findings of Fact, as <br />revised. <br /> <br />Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Look, Wise, and Elvig. Voting <br />No: Councilmembers Dehen and McGlone. Absent: Councilmember Jeffrey. <br /> <br />Mayor Ramsey recessed the meeting at 8:45 p.m. <br /> <br />Mayor Ramsey reconvened the meeting at 8:52 p.m. <br /> <br />Case #6: <br /> <br />Request for a Home Occupation Permit to Operate a Towing and Recovery <br />Service at 16450 Nowthen Boulevard NW; Case of Scott Grams <br /> <br />Management Intern Hendricks reviewed the staff report. <br /> <br />A resident (Secretary was unable to catch name and address) stated he lives two houses away <br />from Mr. Grams and has never had a problem with noise. <br /> <br />Linda Johnson; 6835 164th Lane NW, stated she has been Mr. Grams's neighbor for nine years <br />and has never had a problem with noise on their street. She added County Road 5 is a very busy <br />road and she finds it difficult to understand how noise from a tow truck could be a problem. <br /> <br />Mayor Ramsey requested further information regarding the back-up alarm issue. <br /> <br />Mr. Grams stated his new truck has the back-up alarms disabled and his vehicles are in <br />compliance. He stated he was not aware of Mr. Ruud's complaints prior to the Planning <br />Commission meeting. He added none of his neighbors have complained about his business. He <br />stated his business is primarily dealership-based, so not a lot of calls come in after 9:00 p.m. He <br />indicated he generally pulls the vehicles with the windshield toward the house and he never has <br />any difficulty with backing out of his driveway. <br /> <br />Ms. Hendricks discussed the parking issue and stated at the Planning Commission, the applicant <br />proposed removing a tree and widening the area so his vehicles can be parked side by side. She <br />noted a home occupation permit is still required since the driveway will extend beyond 15 feet <br />from the side of the garage. She also discussed the screening requirements of the Code. <br /> <br />Councilmember Look asked if the applicant is allowed to park commercial vehicles on the <br />property that exceed 10,000 GVW. <br /> <br />Councilmember McGlone asked if the City will be restricting the applicant's ability to get bigger <br />trucks. <br /> <br />City Council / August 25, 2009 <br />Page 12 of 19 <br />
