Absent: Councilmember Jeffrey. <br /> <br />Case #9: <br /> <br />Authorize Contract for Roof Repairs at Woodland Green Park, Solstice <br />Park, and Elmcrest Park <br /> <br />Deputy City Administrator Nelson reviewed the staff report. <br /> <br />Councilmember McGlone excused himself at 9:54 p.m. from all discussion and action on this <br />item. <br /> <br />Deputy City Administrator Nelson explained that staff solicited and received three quotes for <br />roof replacement on the shelters at Woodland Green, Solstice, and Elmcrest Parks. She indicated <br />that since the League will pay for like material replacement, it was required that all quotes <br />include pricing for like material replacement; the City also requested quotes on a material <br />upgrade for Kasselwood product, Arrowline product, and Decra product. <br /> <br />City Attorney Goodrich stated that Contractors & Consultants, Inc., is owned by Councilmember <br />McGlone, and his company provided a quote for the roof repairs. He stated that Councilmember <br />McGlone would not be voting or participating in the discussion on this item. He added that <br />Councilmember McGlone has requested an opportunity to address the Council regarding the <br />materials to be selected. He went on to state that this was not a bidding process, and staff only <br />requested quotes because the contract is a relatively low dollar amount. <br /> <br />Deputy City Administrator Nelson stated the quotes were submitted directly to her attention and <br />she did not consider these quotes a public document; as a result, the quotes were not shared with <br />any other contractor. She added this was not a formal bidding process and was intended to be an <br />informal process because of the relatively low dollar value of the work being requested. <br /> <br />Councilmember Elvig expressed concern about Councilmember McGlone addressing the <br />Council with respect to the materials to be selected. He stated the other contractors have not <br />been given that opportunity and in all fairness, since the other contractors are not present, he did <br />not feel the Council should hear Councilmember McGlone's comments. <br /> <br />Councilmember Look pointed out that the contractors have the right to be present at the Council <br />meeting. <br /> <br />Deputy City Administrator Nelson stated that Building Official Kaehler reviewed the quotes that <br />were submitted. She indicated the Arrowline product has a four-tab installation and the other has <br />a three-tab installation. She added that staff does not have a strong preference between <br />Kasselwood and Arrowline and it is believed that both products are hail resistant. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Wise, to authorize staff to enter <br />into a contract with Contractors & Consultants, Inc. as the lowest responsible bidder for the roof <br />replacement using the Arrowline product. <br /> <br />City Council I August 25, 2009 <br />Page 15 of 19 <br />
