<br />FC Case # ~ <br /> <br />CONSIDERP ARKING RAMP PHASE II DESIGN SERVICES <br />By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />The City of Ramsey obtained a Congestion Mitigation Air Quality Program (CMAQ) grant in <br />2006 to add 200 stalls to the existing parking ramp. The focus of the CMAQ program is funding <br />transportation programs that reduce vehicle tailpipe emissions and is a national program locally <br />administered by MN/DOT. The parking ramp currently serves the Municipal Center and the <br />Ramsey Star Express riders. It will serve the users of the future buildings to be constructed west <br />of the parking ramp and Northstar Commuter Rail riders when the Ramsey Station is <br />constructed. The grant is in the amount of$3.5 million and sunsets in March 2010. <br /> <br />Analysis: <br /> <br />Attached is a proposal from LSA Design, Inc., the consultant for the existing parking ramp, for <br />the design work to expand the parking ramp. The existing ramp has a unique arrangement of <br />materials, finishes, colors and patterns. A timely response is required to complete the design <br />before the grant sunsets. Solicitation, review and scoring of proposals for design services would <br />have required valuable time that .can be applied to design work. Selection of a different <br />consultant would have required additional effort as they performed field surveys, data gathering <br />and drawing conversion to be prepared to perform the design. Utilization of the original designer <br />will help the project stay on schedule for completion. <br /> <br />LSA Design, Inc. has all of the architectural drawings, renderings and shop drawings for the <br />existing ramp. This will enable them to begin the design work immediately after the proposal is <br />accepted. Their services will include MN/DOT Delegated Contracting Process (DCP) submittals <br />and preparation of Final Design Documents. The Delegated Contracting Process is the <br />mechanism MN/DOT uses to receive reimbursements from the federal program. The final <br />Design Documents will be bid ready. A proposal for bidding/ construction administration will <br />be required when the project is issued for bid. Their proposal is attached. The total fees for this <br />proposal are a lump sum of $137,500. Completing the final design before March 2010 will <br />ensure that the City retains its rights to the CMAQ grant funding for the project. <br /> <br />Financing: <br /> <br />The funding for the design work will come from the Landfill Trust Fund. The City Council will <br />be asked to approve the contract with LSA Design, Inc. to perform the work for the final design <br />of the 200 car parking ramp expansion. Proceeds from the sale of land in Ramsey Town Center <br />will be used to reimburse the Landfill Trust Fund. <br /> <br />The maintenance on the existing ramp is included in the 2009 and 2010 HRA budget and any <br />expansion would have to also be figured into future budgets as well. Staff will provide details on <br />the maintenance budget at the meeting if needed. <br />
