Councilmember Wise stated he thought it was redundant and counter-productive to put a wind <br />generator ordinance in place when it comes to setbacks of one and one-half times the height of <br />the tower and 1,000 feet from any adjacent residential unit. He stated he felt this was exorbitant <br />and most cities are not doing that type of setback. <br />Associate Planner Gladhill indicated that part of this whole process was the public input process <br />and research shows that noise and shadow flicker all the primary concerns and those concerns <br />appear to be mitigated once the structure is beyond 1,000 feet from any residence. <br />Motion by Councilmember Look, seconded by Councilmember Elvig, to introduce an ordinance <br />amending City Code to allow Wind Energy Conversion Systems as a conditional use in certain <br />zoning districts if listed under the individual zoning district. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, Elvig, Dehen, McGlone, <br />and Wise. Voting No: None. Absent: Councilmember Jeffrey. <br />MAYOR, COUNCIL AND STAFF INPUT <br />Keith Kiefer v City of Ramsey <br />City Attorney Goodrich stated that he received a decision in the Keifer v. City of Ramsev case; <br />the Court of Appeals reversed the Council's decision regarding a van parked on the property <br />owner's driveway. He recommended that the • Council schedule a closed meeting with the <br />attorney to discuss the City's options regarding this matter. <br />Repair on Hi¢hwav #47 <br />Public Works Director Olson stated he was told today that a major repair will begin tomorrow on <br />Highway 47 south of Alpine Drive; the repair is needed to fix a sinkhole. <br />Community Theater Fundraiser <br />Mayor Ramsey stated a fundraiser will be held at Fountains of Ramsey on Friday, August 28, for <br />the community theater project.
