<br />\. <br /> <br />Recently. the City Council dis- <br />cussed current regulations of tempo- <br />rary accessory structures. Specifi- <br />cally, membraIle (tent-like) structures, <br />cargo containers, aIld pOliable storage <br />containers were discussed. <br />Currently, membrane structures <br />are not penllitted as an accessory <br />structure under City Code. Camping <br />tents are specifically excluded from <br />this definition and are not regulated <br />under this ordinance. MembraIle <br />structures may be used on a tempo- <br />rary basis for special events with tlle <br />issuance of a Temporary Tent/CaIlOpy <br />Permit from the Fire Depaliment. <br />The city recognizes the value <br />of using these structures on a tem- <br />porary basis. With that in mind, <br /> <br />Development <br /> <br />Temporary Accessory <br />Structure Update <br /> <br />the city does have a procedure for <br />property owners to request tlle use of <br />these structures through an Interim <br />Use Permit (IUP). IUPs are graIlted <br />for a time period not to exceed five <br />years. unless otherwise extended by <br />City Council. The City Council can <br />choose to reduce this time period as <br />appropriate on a case by case basis. <br />Also. staff will be forwarding a <br />proposed Ordinance Amendment to <br />clarify the use of pOliable storage <br />containers on a temporary basis. The <br />pOliable containers provide a benefit <br />by providing a temporary space for <br />storage. The use of these containers <br />does not extend to cargo containers <br />commonly found on rail cars aIld <br />semi trailers. As pmi of the ordinance <br /> <br />aIllendment, staff will be clarifying <br />the definition of these containers. <br />In the Work Session, staff was <br />instmcted to continue to enforce these <br />regulations aIld give a one year grace <br />period for parcels with these items to <br />be removed. Specifically. this exten- <br />sion for compliaIlce applies only to <br />membrane accessory structures and <br />cargo containers. These items should <br />be removed by July 1,2010. The <br />City will continue to operate on a <br />complaint-based COmpliaIlCe system <br />only. Questions regarding accessory <br />structures should be directed to Tim <br />Gladhill, Associate PlaIlller, at 763- <br />576-4308 or tgladhill@ci.raIllsey. <br />mn.us. <br /> <br />City of Ramsey Begins Planning for Alternative <br />Energy Sources - City Council to Consider Wind <br />Energy Conversion System (WECS) Ordinance <br /> <br />Interested in how the city of <br />Ramsey can provide alternative en- <br />ergy sources within our community? <br />The city is taking steps in order to en- <br />courage tlle use of alternative energy <br />sources. <br />City staff has been researching <br />options for wind energy. Industry <br />staIldards refer to this technology as <br />Wind Energy Conversion Systems <br />(WECS). These systems use turbines <br />powered by wind in order to nm a <br />generator which can provide electric- <br />ity to the power grid. These systems <br />can range from smaller, private-scale <br /> <br />systems to help power individual <br />homes to large, utility-scale systems <br />to contribute to a larger power grid. <br />Staff anticipates having a draft study <br />of findings and recommendations <br />available for review prior to the fo- <br />nUll. <br />The City Council aIld staff are <br />interested in your comments on these <br />systems as it relates to alternative en- <br />ergy as well as site selection. height, <br />architecturaL and bulk standards for <br />these systems.
