~

CITY COUNCIL WORK SESSION
Topic Report: Prioritization of Community
Programs

By: Diana Lund, Finance Officer
Heidi Nelson, Deputy City Admin/CD Dir

Background:

At the August 25, 2009 worksession, five community organizations - Anoka County
Mediation Services, Juvenile Diversion, Youth First, AHSD Community School and
Alexandra House presented a brief summary of their program services. Knowing that
2010 is going to be a tight budget year, these programs wanted to show the benefit that
Ramsey residents receive and request that their funding from the City be continued.

Currently, funding for these groups has come from the General Fund and Lawful
Gambling Fund. The proposed 2010 General Fund budget that was recently adopted at
the September 8, 2009 regular city council meeting, has the Anoka County Mediation
Services and the AHSD Community School programs being cut completely.

A prioritization list has never been prepared regarding what programs the City holds most
important and wishes to continue to fund. Also, which fund - General Fund or Lawful
Gambling Fund will provide the necessary funding. The Juvenile Diversion and Youth
First programs are currently funded from the Lawful Gambling Fund, but these may not
be councils top priority.

Action Statement:

Determine which programs and respective funding sources the City will continue to fund
for year 2010.

City Administrator:
Deputy City Administrator/Coinmunity Development Director
Finance Officer

/ff;- fAD

Reviewed By:

CCWS: 9/22/09
