Councilmember Dehen stated he did not agree with <br />being able to continue 'the business for 90 days and felt they should have to follow the rules. <br />Councilmember Elvig stated he was interested in giving latitude due to the economic times. <br />Amended motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, McGlone, <br />Elvig, Jeffrey, and Wise. Voting No: Councilmember Dehen. <br />Case #3: Consider Award of Contract for City Project #08-32, Andrie Street & 164tH <br />Lane Street Improvements <br />City Engineer Himmer reviewed the staff report. <br />Mayor Ramsey noted it was very clear in the City's comp plan that sidewalks were appropriate. <br />Public Works Director Olson stated the past practice had been that trails are located on both. sides <br />of State and County roads; however, they are recommending a sidewalk on one side instead of <br />both sides because this is a residential area. <br />Councilmember Dehen stated this issue came up originally with the previous Council and it was <br />brought to the Public Works Committee who thought it would be appropriate to install sidewalks <br />when upgrades were made to the roads. <br />Councilmember Elvig stated some of the citizens in the area had asked the City to build a better <br />road and so Public Works had looked at developing new standards for the outlying areas. He <br />stated this project fell into this category and qualified as a State Aid Road. <br />Mayor Ramsey asked what the traffic counts were on the road. <br />Public Works Director Olson responded he would get that information for Council. <br />Councilmember-McGlone asked how the contact was estimated: <br />Public Works Director Olson explained the estimate process and believed the bids received were <br />good bids. <br />Councilmember McGlone stated, using the lowest numbers possible, this project still came in <br />considerably cheaper than estimated. <br />Councilmember Look stated he had given substantial thought to this matter because this decision <br />would impact the area up to 20 years or longer. He stated 20 years from now development <br />would occur around this property and the Council was trying to position decisions that would be <br />most beneficia120 years from now. He stated he had heard a lot of concern about maintenance <br />and had questions about ownership.
