Consent #~
APPOINTMENT OF ASSISTANT FIRE CHIEF POSITION
By: Dean Kapler, Fire Chief
Background:
With the retirement of one of the Assistant Chiefs earlier this year, the vacant position of
Assistant Chief is open for appointment. The position .has been communicated to the entire
department and three candidates asked to be considered for the position.
Fire Officer positions carry a 2-year term and are appointed by the Fire Chief. The list of
positions is as follows: Assistant Chief (2), Captain (2), Lieutenant (4), and Training Officer (1).
It should be noted that the City of Nowthen reimburses for the Officer position that is assigned
out of Station #3 in Nowthen. This Captain's position is not included in the list above.
On September 3, a panel interviewed the three candidates. The panel consisted of the Fire Chief,
Human Resources Manager, Assistant Fire Chief Hoxter, Fire Fighter Hansen, Anoka/Champlin
Fire Chief, and Andover Fire Chief.
On September 8, the Fire Chief conducted aone-on-one follow-up interview with .all three
candidates. Using the two interviews and past performance, it is the. Fire .Chief's
recommendation that Matt Kohner be appointed to the position of Assistant Fire Chief with the
term of appointment running from the day of ratification until December 31, 2010. The Fire
Chief has discussed the appointment with the City Administrator .who supports the
recommendation.
Funding Source:
Funding for this position is a yearly sum of $4,500 and -comes from the .Part-time Regular line
item #6104. While in training and on calls, all the Paid-on-Call Officers receive the same hourly
compensation as other firefighters. Since this was an existing appointment, there is no additional
cost impact.
Council Action:
Motion to ratify the Fire Chief s recommendation and appoint Matt Kohner to the position of
Assistant Fire Chief.
Reviewed by:
Human Resources Manager
Fire Chief
City Administrator:
CC: Q9-22-Q9
