<br />Councilmember introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #09-09-XXX <br /> <br />RESOLUTION CALLING FOR A PUBLIC HEARING ON AN ISSUE OF REVENUE <br />BONDS BY THE CITY OF MINNEAPOLIS AND THE HOUSING AND <br />REDEVELOPMENT AUTHORITY OF THE CITY OF ST. PAUL ON BEHALF OF <br />ALLINA HEALTH SYSTEM <br /> <br />WHEREAS, Allina Health Systems plans to construct a new clinic in the City of <br /> <br />Ramsey; and <br /> <br />WHEREAS, funding for the project will be a revenue bond issued by the City of <br />Minneapolis and St. Paul HRA; and <br /> <br />WHEREAS, per Internal Revenue Code regulations, prior to bond issuance, <br />Allina is required to gain approval from the City as the project is located within City limits. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1. Allina Health System, a Minnesota nonprofit corporation ("Allina"), has <br />advised this Council of its desire to finance the acquisition, construction and equipping of a new <br />clinic to be located in the City, all with the proceeds of revenue bonds (the "Bonds") issued by <br />the City of Minneapolis and the Housing and Redevelopment Authority of the City of St. Paul <br />(together, the "Issuer") under the authority of Minnesota Statutes, Sections 469.152 through <br />469.165. <br /> <br />2. Since a portion of the facilities proposed to be financed or refinanced by the <br />Bonds are located in the City, Section 147(f) of the Internal Revenue Code of 1986, as amended, <br />and regulations promulgated thereunder, require that prior to the issuance of the Bonds, this <br />Council approve the issuance of the Bonds by the Issuer, after conducting a public hearing <br />thereon. A public hearing on the proposal that the Issuer issue the Bonds is hereby called and <br />shall be held on October 13,2009, at 7:00 o'clock P.M., at City Halt <br /> <br />3. The Clerk shall cause notice of the public hearing, in substantially the form <br />attached hereto as Exhibit A, to be published in a newspaper of general circulation in the City, <br />once not fewer than 14 days prior to the date fixed for the public hearing. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember, <br />upon vote being taken thereon, the following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br />and the following abstained: <br />
