<br />Commissioner Deemer stated you could put some constraints on the Council that they do not <br />have now. They tend to pick from the Park & Recreation Commission or the Planning <br />Commission to fill vacancies. <br /> <br />Attorney Goodrich stated it appears these are some of the options the Commission wants to <br />explore. He added there may be a reason a person lost the election, therefore. <br /> <br />City Administrator Ulrich stated that the City Council may not have anyone in mind so they <br />notice the community that they would do interviews with interested parties. <br /> <br />Chair LaMere commented that she likes the seeking of interested parties. <br /> <br />Mr. Goodrich stated that language could be utilized. <br /> <br />Commissioner Deemer reiterated that 90 days just does not work with a primary election. <br /> <br />Chair LaMere stated she would like this discussion perused further - there are some good <br />options to talk about. <br /> <br />Mr. Goodrich referred to Chapter 4.55 and stated that one important thing is this still has all the <br />language relating to five Councilmembers; at the very least, we need to amend that language. <br /> <br />Chair LaMere commented that this language is all pre-ward also. <br /> <br />Commissioner Deemer added that this language is also pre-four-year-term length for the Mayor. <br /> <br />Mr. Goodrich stated that in reviewing what he wrote as proposed language - this is a remote <br />happening. If the Charter would decide on an election in November only, that may be covered. <br /> <br />Commissioner Deemer stated that now we have a primary for the general election. So, maybe <br />we need to state there will be a primary for any election. <br /> <br />Mr. Goodrich stated that if the resignation happens in September and the primary election has <br />already been held, maybe we need to just leave it that there will be an election in November. <br />There is the printing of ballots, publications, etc., so we could maybe say that if it's within the <br />120 days, we will not have a primary. <br /> <br />Case #2: <br /> <br />Review/Comment Model Charter Document <br /> <br />City Attorney Goodrich suggested the Charter Commissioners review the model charter and if <br />there are any questions, comments or suggestions, please get them to staff prior to agenda <br />preparation for the next Charter Commission meeting. <br /> <br />Charter Commission/September 20, 2007 <br />Page 3 of 4 <br />
