Commissioner Frederick stated if we are not in favor of changing this - it's been pushed
out by the City Council- they feel it's not necessary. We are talking about this in the
remote chance it happens. He wasn't sure further discussion was necessary either.

Mr. Goodrich stated that one of the Charter Commissioners could move to table any
future amendments to Section 2.5 indefinitely.

Commissioner Erickson stated that 4.5 needs to change because the wording does not
apply to the current Council; however, he agreed that 2.5 does not have to change.

Commissioner Cleveland stated that she thinks what's important is the declaration of
vacanCIes.

Motion by Commissioner Sherman and seconded by Commissioner Cleveland to
consider 2.5 with only the first paragraph as written and delete liaison language and bring
to the City Council along with amendments to 4.5.

Motion carried. All present voted in favor.

Mr. Goodrich stated that if the Commission desires to make changes to the language, that
can be presented to the Council.

Commissioner Deemer stated he would like to have the Charter Commission cablecast.

Discussion ensued relating to cable casting and what is truly the record of the meeting -
that being minutes. It was felt that sometimes being on camera stifled true discussion.

Motion by Commissioner Sherman to have the Charter Commission meeting audio
recorded.

Motion died for lack of a second.

Commissioner Field stated that he thought the Council specifically had issues with the
liaison language and they really have an issue with the 15 days. Do we get feedback
from the City Council saying they did not like this?

Mr. Goodrich stated they did not get to that part.

Commissioner Cleveland stated this may be an opportunity to give them a little feedback
on how the Charter functions.

Mr. Goodrich stated we are scheduled to go to City Manager versus City Administrator
form of government and there is some movement from the Mayor that we not do that. He
(Mayor Ramsey) would like to leave it as is - City Administrator. He explained that the
pivotal provision of City Manager is that he hires and fires.

Charter Commission - May 19, 2009
Page 70f8
