<br />understood there was opposition and if they did not want an upgraded road, he did not want to <br />spend the MSA dollars for one. Councilmember Look stated the City offered the citizens an <br />overlay or upgrade with sidewalk. An upgrade with no sidewalk was never an option. He stated <br />if they did an overlay, staff was cognizant of the fact that the City would not pay for another <br />overlay and the residents of this area would have to pay for all additional overlays. He stated the <br />reality Was there were two options, an overlay without a sidewalk or a reconstruct with a <br />sidewalk. <br /> <br />Mark Szafranowski, 16170 Royal Road, stated it sounded like the Council was giving them an <br />"either or" and everyone wanted the road fixed, but they did not want the sidewalk. <br /> <br />Councilmember Look asked what he meant by "road fixed". <br /> <br />Mr. Szafranowski responded they wanted a complete reconstruct. He asked Council to listen to <br />them as to what they wanted and not City policy. He noted residents were funding this through <br />their taxes. He stated the City had standards for Northfork, which probably clashed with what <br />the citizens wanted. <br /> <br />Councilmember McGlone stated he appreciated all of the comments he had received. He noted <br />he was an owner in Northfork where the proposed sidewalk would go so he had some stake in <br />the community. He presented the Homeowners Association booklet and read the Association's <br />. Mission Statement. He. stated when these issues come up, typically, the residents against <br />something are in the room. He stated he had received many emails and telephone messages from <br />people in support of the sidewalk. He indicated he brought up the issue of sidewalks at Night to <br />Unite and received unanimous support for the sidewalks from the 20 homeowners in attendance. <br />He stated he would be basing his decision on facts. <br /> <br />Councilmember Wise stated they made exceptions all of the time and he believed this Council <br />was listening. He stated if a sidewalk came in down the road, they would like it, and he would <br />not vote in favor of this: <br /> <br />Councilmember Elvig stated he has not decided if he wanted to go with the sidewalk and they <br />are here to listen and debate the issue. He stated the money was not "free" and they were trying <br />to help the citizens. He stated they had offered a good deal to the citizens and by City Policy, if <br />they wanted an MSA road, they got a sidewalk. But, if they did not want an MSA road, then any <br />redoing of the road would need to be paid by the benefiting residents. He stated he would not <br />turn his head to City policy when they are elected to follow City poUcy. <br /> <br />Jason Skyberg, 16450 Halas Circle NW, noted 68 homeowners were in opposition to sidewalks. <br /> <br />Mark Ackermann, 16021 St. Andrews Lane NW, stated it did not make sense to widen the road <br />three feet and then allow parking. He indicated the traffic projections did not seem to be true and <br />asked if a sidewalk was limited to Andrie Street when they were probably needed everywhere. <br />He also asked if any thought had been given to stop signs on Andrie Street. <br /> <br />City Council!
