<br />4 <br />./ <br /> <br />CITY COUNCIL WORK SESSION <br />Topic Report: East Meandering Commons <br />Park <br />By: Tim Himmer, City Engineer <br /> <br /> <br />Background: <br /> <br />Staff recently completed an RFP process for the master planning and preparation of phase 1 <br />construction documents for the development of East Meandering Commons Park located within the <br />Town Center. Four staff members comprised of parks, public works, planning, and engineering <br />completed a review and evaluation of the proposals received. This information was presented to <br />Council on September 22, 2009 with the intention of awarding a contract to advance the design and <br />development of this park space. Specifically important in this process is the ability to determine phase <br />1 construction parameters so final design "can be completed to take advantage of a Metropolitan <br />Council grant in the amount of $363,756 for the construction of an amphitheater, pedestrian bridge, <br />and bituminous trails, which expires on June 30, 2010. <br /> <br />Council was uncomfortable moving forward at that time because of concerns with the vagueness of the <br />project scope and limited information on what was to actually be proposed within the park space, how <br />sustainable design would be incorporated, and whether the evaluation was based upon an "apples to <br />apples" comparison. Due to the strict time constraints of the grant money availability staff would like <br />to continue the discussion on the planning process for this park, give Council an opportunity to review <br />and evaluate the proposals first hand, and hear directly from the project proposers. <br /> <br />Attached are the proposals received, a prorated scoring sheet that was used by staff in their evaluation, <br />and a concept plan of the park. Representatives from each project team will be in attendance at the <br />meeting and given 10 minutes to discuss their proposal and answer questions.
