Landform employs a
SensiblyGreensM approach to
planning and design. We can
help you discover new ways
in which to expand upon and
link principles of sustainability
in Ramsey Town Center's
core to the East Meandering
Commons Park so that the park
is a seamless transition from
the Town Center re-visioning
project.

You will gain a continued
relationship with a team
experienced in both the public
and private sectors - a design
team that has in-depth and
successful experience with the
policy portion of community
plans and studies as well as
the development realities of the
plans.

Approach
to Design

The City of Ramsey has developed a Master Park Plan and is in the process of
re-visioning the Town Center plan to create a vibrant, viable downtown. The park
elements of the downtown plan including sidewalks, trails, open spaces and the
amphitheater weave throughout the Town Center to connect neighborhoods inside.
and outside of Ramsey Town Center. The 7.7 -acre East Meandering Commons Park is
a centerpiece in this parks network.

We will provide a creative and dramatic expression of design within this frame of
reference. A thorough understanding of the Ramsey Town Center project will be the
key component of our approach to the design of the Phase I improvements, including
the amphitheater, trails, pedestrian bridge, landscaping, irrigation and lighting.
Understanding the significance of the original design intent for Ramsey Town Center
and the updated vision will be the foundation to create a lasting design that works
within this context. Landform is uniquely qualified to design this project as it dovetails
perfectly with the master planning work we are currently completing for the City as
part of the Ramsey Town Center re-visioning process.

Our team has already completed considerable visioning and feedback on the entire
Ramsey Town Center project, including the park. We have met with a number of
stakeholders, including the residents and the PACT Charter School located adjacent
to the park. We believe that this park is a key component to the overall vision for
Ramsey Town Center, and Landform is best able to integrate this park-planning effort
with the overall visioning process. Furthermore, we are managing a pilot project for
the State of Minnesota that will provide the first-of-its-kind water recycling system
and could be incorporated into this park as one of the interpretive elements.

We also know that funding is critical. We have already substantially completed a
grant matrix that has been provided to the City to help identify funding sources for
many city projects, including parks projects.

Our work is based on an in-depth understanding of the uniqueness of PLACE -
whether that place is a neighborhood softball field, a meandering bike trail through
the natural environment or a historical 'memorial within a city park system. We believe
that understanding and building on the unique qualities of PLACE provide the solid
foundation for the future.

We know that mixed-use developments like Ramsey Town Center don't just happen.
These types of neighborhoods require community involvement to be created and to
maintain their viability. A public-private collaboration between the City, businesses,
residents and other stakeholders is critical to the success of the Town Center project.

Our planning methodology reflects a community-based and collaborative approach
to the design process. We know that for a concept plan to be accepted, adopted
and built, it needs the full support from all stakeholder groups - City staff, the Parks

2
