<br /> <br />We highly enjoy working with <br />you on the Ramsey Town <br />Center. We look forward to <br />the continued opportunity of <br />working with you as you enter <br />the next phases of design <br />and construction of the East <br />Meandering Commons Park. <br /> <br />Summary <br /> <br />We have done our best to respond to the spirit and intent of this RFP. However, there <br />are a few items that we were not able to provide, and we will discuss below. <br /> <br />The City has requested a list of current clients, including contact information. <br />Unfortunately, due to confidentiality agreements with our clients and issues related <br />to the Minnesota Government Data Practices Act, we are not able to provide the <br />City with this list. However, we can state that we are not currently working with any <br />group that would pose a conflict of interest to the City of Ramsey or this project. <br />Furthermore, our contract backlog is such that we are operating at approximately <br />80% utilization, which would provide more than enough staff capacity for our team to <br />complete this project. <br /> <br />The City has also requested that we provide a fixed-fee proposal for the scope of work <br />in the RFp, and we have provided a fixed-fee proposal along with our billing rates for <br />team members. Inexplicably, the City has also requested that these costs be broken <br />down into direct labor (itemized by hourly direct salaries), overhead (as a percent of <br />direct salaries) and other direct costs. We do not track costs in this manner, and given <br />the short turnaround time for this RFp, we are unable to provide the breakdown in this <br />manner. Furthermore, we respectfully question the value of that data on a fixed-fee <br />proposal. <br /> <br />We have made every effort to respond to the scope of work in the RFP and provide <br />the requested information. The planning and concept planning phases of the <br />RFP were well-defined, but the construction phases were unclear regarding City <br />participation, an undefined scope of work for Phase I and unknown funding for future <br />phases. Therefore, our scope of work assumed some involvement in the Construction <br />Document phase by City staff. We also assumed that the project budget will be the <br />$350,000 park grant and the addition of other park dollars to complete the Phase I <br />work. Due to these uncertainties, we defined a scope of work and budget but would <br />look forward to continuing to refine the scope of work and budget before beginning <br />work on the Construction phases of this project. <br /> <br />We look forward to continuing to work with you to realize the vision for Ramsey Town <br />Center, including development of the East Meandering Commons Park as a critical <br />element. <br /> <br />17 <br />
